Hello Fellow Directors and Members:

On Wednesday July 8th, the NAR Chairs of the Federal Financing and Housing Policy Committee, the Chairs of the Public Policy Coordination Committee, and the Public and Federal Issues Liaison, met with the recently appointed Julienne Joseph, Deputy Assistant Secretary, Office of Single-Family Housing for FHA.

We engaged on many various matters involving HUD/FHA loans and programs. We brought up concerns with sellers refusing to entertain offers from FHA borrowers, the anti-flip rule, and the limited housing supply facing the country. Specific areas highlighted included sellers’ belief that FHA minimum property requirements are overly restrictive, FHA appraisals will take longer and are less likely to support the contract price, and the idea that FHA borrowers are not as reliable as those using other types of financing. DAS Joseph assured us that FHA is very aware of these issues and wants to rectify many of these problems. FHA stressed that feedback from REALTORS® is key to their understanding of how things are working in day-to-day transactions. FHA would like to improve communication and address misconceptions as it relates to FHA loans and borrowers and hopes REALTORS® can be a part of the solution and be collaborative partners.

FHA is also actively looking to improve the 203K loan program, including assessment of the current limits in regards to 203K contractors and potentially expanding what can be done under the 203K, with a particular focus on energy and climate related updates. DAS Joseph has direct experience in 203k loans from her previous life as a mortgage broker, and she encouraged continued dialogue to seek effective solutions.

They are also actively engaged in the inter-agency task force on appraisals President Biden announced in June. Currently, conversations are within the agencies and focused on developing key principles, but they intend to begin engaging outside stakeholders once those principles are set. In terms of the health of FHA, due to the current foreclosure moratorium available to homeowners they have not suffered many losses. They are waiting to see what happens when the moratorium ends before making any changes related to the FHA premiums.

We felt is was a good, productive introductory meeting with DAS Joseph and we look forward to working with her and her staff.
